Project summary
This project aims to assist the World Bank in piloting the Citizen Report Card at the Community Level (CRCCL) survey.
The CRCCL involves survey research at the local level, the development of information dissemination strategies, empowerment training programs for clients/citizens, and efforts to strengthen two-way municipal-client interactions.
Through this the CRCCL will:
- foster the open comparison of cost, quality, and performance of municipalities by citizens;
- establish mechanisms to strengthen two way communication between clients and municipalities;
- empower citizens with quantitative information on municipal performance that they can use to monitor municipalities' delivery of core services; and
- evaluate the impact of the CRCCL on municipal performance in South Africa.
